In accordance with current legal regulations at our law system,first of all the country of foreigner whom wants to acquire a real estate in Turkey should give the judical and actual rights of real estate acquisitions to Turkish citizens.
According to this pre- condition named as reciprocity, especially many people from Gulf countries,Turkic Republics and Russia can not acquire real estates in Turkey.
In case the bill shall be prepared as a result of comprehensive study about acquisition of real estate in Turkey by the Ministry of Public Works And Settlement enacts, the acquisition of real estates in Turkey by foreigners without reciprocity condition shall be facilititated.
The only restriction at code bill is about lands and properties. In accordance with bill,while land and property investments made by Israel and Greece citizens are forbidden, it shall be possible that citizens of other countries excluding Israel and Greece shall acquire lando r properties until 99 thousand square meter. And there shall be no restriction for Iran,Syria, Saudi Arabia and Gulf Countries in land and property acquisition
On the other hand, a regulation related to delay at sale transaction of lands and properties where are neigbour on thana has been brought.As to this regulation, General Staff shall prepare maps for the parcels where shall not be sold and lands and properties where are neighnour on thana. Until map preparation, it shall be compulsory that military authorities inform as positive or negative within one month with temporary article at bill.
The opinions related to the bill prepared by Ministry Of Public Works And Settlement upon direction of Prime Ministry have been received from private sectors and public institutions. In conclusion of regulations shall be made according to these coming opinions, the bill shall be conveyed to Prime Ministry so as to be sent to

E-Identity Cards that are replaced with Identity Card shall be started to give as of year of 2012
E-Identity cards with chip that shall replace with Identity cards and include many information such as passport,driving license, identity and bank information shall be started to give as of year of 2012.
It is expected that defraudations shall be precluded, because nobody but owner can use E-Identity Card by reason of having passwords and fingerprinting possibility,if it is necessary
E-Identity Card produced by totally domestic software shall be obtained with identity card and one photograph and by application to the nearest civil registry.
