The bill of the Law of the Amendments on Certain Acts which also has been called “mini omnibus” by The Grand National Assembly of Turkey has been enacted. According to the enacted articles, services of security and protection which get provided to third parties, instutitions and organizations by the private security companies will be announced to the governorship until end of the working hours period of the beginning day of the service. Within the article, the aim is to prevent penal sanctions for companies. Also the bill of law makes convenient for entrepreneurs to pay back their loans to support small industrial estates. For the loans that needed to be paid immediately and have been given through cooperatives; there is a possibilty to restructure by updating inflation rates.
The draft of Turkish Criminal Code which makes certain amendments has been submitted to the Presidency of the Grand National Assembly of Turkey. Within the draft law , the article entitled “Violation of confidentiality of communication” has been regulated and the punishment for this particular crime shall be increased. According to the article, the punishment for who violates confididentiality of communication between people shall increase half percent as “from 1 to 3 years” ; if the violation of confidentality takes place by recording the context of communication, the punishment will increase still more. At the preamble of the draft law, it is stated that the privacy of private life consists the right of spending life with minimum interference and pecuniary and non-pecuniary values of a person. At the Preamble which underlines the importance of protecting the privacy of private life against scientific and technical developments, the importance of the need to reconcile this with media, freedom of expression and freedom of information is specified.
The Draft of Military Judges Code which has been regulated within the amendments in the articles of Turkish Constitution about Turkish Armed Forces and Military Jurisdiction has been submitted to the Presidency of the Grand National Assembly of Turkey. According to the Draft Law, Commander of the Turkish Armed Forces shall give decision to be opened an investigation about the crimes of military people duties which shall be heared by Supreme Court shall be made by ; The Prime Minister shall give decision for land-naval-air forces ; The Minister of Internal Affairs shall give decision for Commander of the Turkish Gendarmerie Forces.
The Bill of amendment at the Constitution which closes to the jurisdiction against the awards of Arbitration Tribunal has been enacted on the General Assembly of the Grand National Assembly of Turkey. Within the approved bill, the new subclause which “ There might be only obligatory arbitration against the awards of the sport federation related to the management and discipline of sport activities. The awards of arbitration tribunal are final and there is no possibility to apply for any jurisdiction.””. has been added to the Article 59 of Turkish Constutition which regulates “Development of Sport”
The draft law about giving the legislative decree power to the government on certain issues has been enacted by General Assembly of Grand National Assembly of Turkey . According to the law, in order to supply public services in a well-ordered, rapid, efficent , productive and economical way, the division of legislative decree and public service between ministries will be determined and existential ministries will be united or abrogated , or new ministries will be established.
The second part of the draft law which envisages reconstructing of The Constitutional Court has been enacted by General Assembly of Grand National Assembly of Turkey . Personal applications can only be made directly, through courts or representatives in foreign countries. Personal applications shall be subjected to legal fee. Applications has to be made in 30 days.
